Mayor Shaw called the special meeting of the Moose Lake City Council to order. In addition to Mayor Shaw, the following City Councilors were in attendance: Bill Carlson, Jim Michalski and Kris Huso. Councilor Yort was absent. Planning Commission Chairman Hayden called the special meeting of the Planning Commission to order.In addition to Chairman Hayden the following members were present: Mayor Shaw, Greg Sarvela, and JoAnne Unzen.Also in attendance: City Administrator Mark Vahlsing , Tony Grimm, Bob Peterson, Rich Cook, Mark Lieffring, Nikki Lieffring, Jim Michaels, Steve Ellinson, John Orvedahl, Lois Johnson, Arrowhead –Leader Newspaper. Pledge of AllegianceConditional Use Permit- Grimm Collision and Auto SalesMayor Shaw stated that the purpose of the Public Hearing was to hear input on the Grimm Collision Conditional use Permit application.Administrator Vahlsing gave a summary of the Conditional Use application and proposed site plan for Grimm Collision.Tony Grimm further described his plans to relocate his existing auto body business in Moose Lake to 101 Arrowhead Lane. ( Peterson property) He stated that a revised site plan had been submitted to the City before the meeting. The plan showed that the alley would not be used for access or parking. A small portable storage area would be located behind building. A dog style fence would be installed to cover the exterior storage area behind the building. All auto body work would be conducted inside the building. There would be no more than six cars for sale at a given time. There would be no exterior storage of parts. A new paint booth would be installed that captures 98.5% of paint fumes. Mr. Grimm has not had a noise complaint in his current location.Greg Sarvela - Will the building exterior be upgraded? Kris Huso – A dog style storage fence would not be aesthetically pleasing to residents on 1st Street.Any exterior storage should be fenced with a solid fence to cover any existing.Administrator Vahlsing stated that the fence would need to constructed of an impervious material like wood in order to cover and exterior storage.Rich Cook -Could storage occur inside the buildingBob Peterson - Could the city improve storm drainage on 1st street.Councilor Carlson- Suggested that a roof overhang be added to help cover exterior storage.Rich Cook – Had concerns with paint booth odors, and exterior parking on the south side of the buildingWould like to see a limit put on exterior parking.Bob Peterson suggested that parking lot be striped. Rich Cook also had concerns with noise that would be produced from body shop operations.Raynold Hammerquist was represented by John Ovedahl. Mr. Hammerquist had concerns with paint odors.Mark Lieffring had concerns with traffic that would be generated by the business. He would like to see something done to block traffic on north side of the Peterson property if Grimm Collision is granted a permit by the City.Tony Grimm stated that he would like to work with the chiropractor’s office (Lieffring) to remove snow. Nikki Lieffring stated that they were not interested in working with Grimm on snow removal. She stated that she does want traffic from the auto body business to enter or park on their property. She was concerned that if a business is allowed to move into the Peterson Building that the elderly customers of the Chiropractic business would be confused. She asked if the access to the Peterson property along Arrowhead could be removed and if some type of barrier could be installed along the north side of the Peterson property to stop traffic?Councilor Carlson requested that Administrator Vahlsing read conditions from May 12, 2008 Conditional use application that was approved for the same property. Joanne Unzen stated that it is important that commercial buildings are occupied.Motion by Sarvela to approve Conditional Use Permit application of Tony Grimm to operate Grimm Collision and Auto Sales at 101 Arrowhead Lane with the following conditions: 1. That no more than six [6] vehicles for sale can be displayed on the lot at any given time; 2. No scrap or salvage [wrecked] vehicles may be stored outside of the auto repair facility at any time; 3. The applicant[s] will work with the abutting property owners and come up with an agreed upon traffic management plan; 4. All exterior signage shall comply with City Ordinance No 104; and, 5. The applicant[s] shall comply with all state and federal requirements and regulations as they pertain to the storage of flammable or toxic chemicals and liquids Second by Unzen. Motion CarriedMotion by Carlson to approve the Conditional Use Permit application of Tony Grimm to operate Grimm Collision and Auto Sales at 101 Arrowhead Lane with the following conditions: 1.
